WHAT?
A bond referendum is a vote by the public that could enable the school district to borrow funds through the sale of bonds. Haworth used this financial strategy for several reasons.
The referendum process gave the community a voice – and a vote – in determining the district’s future, and a voter-approved referendum allowed the district to receive a certain type of state aid that is earmarked for building improvements.
WHY?
Our needs are changing, both for actual space and the way we use it. Our strategic planning process showed the need for modern facilities where students can explore robotics, drones, virtual reality, and other high-tech tools.
Added space would also allow us to serve more of our special needs students in their home district – the right thing to do for them, and a money-saver for everyone.
We also need more space to maintain our small class sizes and offer our students a unique and 21st century learning experience.
WHEN?
An approved referendum passed on March 8, 2022, which set the construction process into motion. A series of preliminary steps were required before actual work could begin: Architects made detailed drawings; planning documents were prepared and submitted to the state; and bids were requested from contractors and awarded.
Construction is set to take place beginning in early 2024. Work done during the school year will be designed to minimize disruption to students and staff.
HOW MUCH?
Project costs are estimated at $8.2 million. A combination of capital reserve funds, bond sales, and state aid were used to fund the project.
The district used $2 million in capital reserves toward the project costs, which reduced the local taxpayer contribution significantly. State aid, only available through a bond referendum, contributed another $478,000.
The local share is estimated to cost $5,749, 479, with an approximate tax impact of $24.79/month for the owner of the home assessed at Haworth's average value of $630,681.
WHO?
Catcord Construction, partnering with SSP Architects, submitted the winning bid package and was awarded the project in the summer of 2023.
